How and where to change your passport after the expiration date?

First you need to understand which document we are talking about – a foreign passport or a passport of a citizen of the Russian Federation.

To change your passport, you should contact the Consulate General of the Russian Federation in Istanbul, Antalya, Trabzon or the consular department of the Russian Embassy in Ankara. For those who have real estate in Alanya, it is best to contact the Antalya Consulate. You can also use the services of the Honorary Consulate of Russia in Izmir, which regularly organizes on-site services for Russians.

Turkish legislation does not bind you to get a passport at a certain consulate, so you can apply wherever you want, focusing on your place of residence. You will need to write an application. You can do this either on the spot or prepare it in advance – just fill out the questionnaire, print it out and submit it to the consulate with all other documents and an internal Russian passport.

The procedure for obtaining a foreign passport may take up to 3 months from the date of submission of documents. Thus, experts recommend contacting the consulate in advance, about 3-4 months before the expiration of the passport.

As for the general civil passports of the Russian Federation, they can be exchanged only on the territory of Russia at the place of registration. It is impossible to do this in the Consulate General or anywhere in Turkey – these bodies simply do not have the right to work with Russian passports and carry out operations only with foreign passports.

To update your Russian passport, you need to fly to Russia. To simplify the procedure, you can order the reissue of the passport through the Unified Portal of Public Services, however, the provisions stipulate that the passport is issued only personally in the hands of the person who issued it. Obtaining a document by proxy is not allowed.

Note that in order to obtain a new passport, it is absolutely not necessary to change the Russian one. If there is no passport, the consulate will check for Russian citizenship, which will just take a little longer.

What documents are required to open an account in a Turkish bank?

If you decide to buy a property in Turkey, then you need to open an account with a local bank for a more comfortable implementation and receipt of transfers, as well as to pay bills for the purchased apartment. It will also be possible to get a debit card to the account to pay for goods, withdraw cash. In most Turkish banks, accounts can be opened in 4 currencies: lira, dollars, euros, pounds sterling.

Documents for opening a bank account:

1. Passport;
2. A document confirming your residential address;
3. Turkish tax number.
As for the document that can serve as a confirmation of the address of residence, then as such, you can present a passport of a citizen of the Russian Federation with an indication of a residence permit, as well as a bill for the payment of a “communal apartment” or a residence permit in Turkey, where the address of residence is indicated.

Is it necessary to insure real estate in Turkey?

There are two types of residential and commercial real estate insurance in Turkey: mandatory (Dogal Afet Sigortalari Kurumu (DASK)) and voluntary.

The compulsory insurance system appeared after the adoption of Law No. 587 “On Compulsory Earthquake Insurance” in 1999. This applies to buildings located on the territory of municipalities. To ensure the financial stability of this type of insurance, the Turkish Disaster Insurance Pool (TCIP) was created, which operates under the supervision of the Treasury Department. This system consists in the fact that it allows you to form long-term reserves to cover financial losses from earthquakes, and to compensate for damage in an insured event without returning funds to the state budget.

Compulsory insurance reimburses expenses related to complete or partial destruction as a result of an earthquake, as well as fire, collapse, explosion caused by an earthquake.

To determine the amount of the insurance premium , it is taken into account:

1.Location (according to the map of seismic zones);
2.Type of structure (steel, reinforced concrete, stone, brick or other structures);
3.The total area of the property.
On average, the cost of compulsory earthquake insurance is €5-€15 per year (€ 0.15 per 1 m2 of housing). Registration of water and electricity meters is mandatory, having real estate earthquake insurance on hand.

Currently, there are 32 insurance companies operating under TCIP.

General or voluntary insurance allows you to insure real estate and property against any risks. The amount of the insurance premium will depend on the estimated cost of housing, the location and age of the building, the type of construction, the floor, if it is an apartment, are also taken into account.

Insurance is issued in Turkish or English. To apply for voluntary insurance, you need a minimum of documents: a TAPU (copy), a passport of the owner of the property, a Turkish TIN.

What is TAPU?

In accordance with Turkish law, TAPU (Tapu Senedi) is the only official document certifying the right to full and untimely ownership of a certain property, which can not be challenged by anyone, even in court. All other documents, including those certified by a notary, do not confirm the ownership of the purchased property.

* TAPU is a register sheet that is issued on the basis of a signed deed of purchase and sale of real estate, between the buyer and the seller. All information about real estate, former and new owners is recorded in the cadastral book. Therefore, in case of damage or loss, it can be easily restored in the local cadastral chamber.

* The transfer of ownership rights to a real estate object is carried out only at the place of purchase of real estate, in the office of the cadastral chamber, in the presence of a sworn interpreter. This procedure can also be carried out by an authorized representative, provided that there is a notarized power of attorney.

* By the time the TAPU is received, a full settlement must be made between the seller and the buyer, all state duties and taxes on the purchased property must be paid.

* TAPU comes in two colors:
TAPU of red color – certifies the ownership of a finished or not finished structure
TAPU blue – on a plot of land, without development.

* Citizens of the Republic of Turkey and foreigners have equal rights to property.

* The TAPU does not specify the area of residential real estate, but only the area of the land plot.

*To obtain a TAPU, citizens of Russia and Ukraine do NOT need to issue a residence permit.

* After receiving the TAPU, in the municipality, you will need to issue a technical passport “iskan” for an apartment, after which you will be able to renew a subscription for water and electricity in your name.
